Scope is the decision that determines the result, which is why it is fixed at that stage rather than discovered during the build.
What it means for a business
One process at a time rather than a department-wide rollout, and the one taken first is the one with the clearest input, output and review point. Oversight, logging, escalation and the point at which a person takes over are drawn in at this stage rather than added once something has gone wrong.
